I think Taiwan treats customs more than the
law. Laws can escape through loopholes, but the influence of customs is hard to
escape. I can sympathize with his words. As he said, the law can be escaped
through another law, and not all laws have much influence. However, it is
difficult to avoid punishment when people act out of the customs that people
think is important, as the incidence of punishment increases when criminals are
more interested in public opinion.
