Q. Why? What did Twain mean by that?

A. People are more used to customs than to laws in their daily lives. And while we are subject to a lot of law, our daily lives are spent mostly on custom. For this reason, I think breaking a custom for the good of an individual's conscience or community is more important because it has a greater effect on others than breaking the law.
