Q. What did Twain mean by that?


A.  There is a loophole because the law is man-made.
The loophole may or may not result in punishment. It also seems like the law is compared to sand because it can be fixed or changed at any time. However, in the case of custom, the custom cannot be changed easily because it is a thing that arose over a long period of time. It was already done before we were born and most people believe it. So Twain seems to compare custom to hard stone that does not break.
