What did Twain mean by that?

Practices have been in place before we were born. It does not change easily with the times. It has been far beyond our parents' generation. It is difficult to change such practices easily even if we think we are wrong. That is why we can compare it to rocks. But the law is still changing. Parts that we think are wrong can be fixed over and over again. So the law may be called sand.
