People often wear them or tie them to a tree because it means they want a safe life. In 2014, Korea launched a campaign to install yellow ribbons in hopes of safe return of the victims of the Sewol ferry. In this situation, I think that the yellow ribbon is worn at one's own will so as not to lose the desire to be safe.
