A.
I think People know that individual people cannot make society run its whole way. And people do good deeds because they are only human, but they also expect something. Either way, these things can get together to maintain society. People also want to solve things by following the law that everyone has decided to follow, rather than 'eyes in the eyes' when they do things themselves.
