Q. What did Twain mean by that?


A. Laws are what we make and there are parts of the world or the times. Therefore, there are loopholes in the law. But the custom of choosing right and wrong does not change with the times. Also, we can think of it as stone because we follow custom without doubt. Laws are easy to correct and change if they are wrong, but customs are not. Because customs existed before we were born. The actions that we follow by convention without thinking have long been done before the law. It is very difficult to deny or confront this practice.
