A. It takes institutional efforts to achieve equality. Women often experience being fired from their jobs for giving birth. This experience deprives women of economic participation. There is a social atmosphere where it is difficult for men to use paternity leave. That's why women use more parental leave and women lose more jobs. Therefore, forcing men to take paternity leave would reduce the difference between men and women.
