I think the biggest conflict is on the economic side. The government requires the poor to improve their situation and the rich to protect their interests and property. This is a conflict that comes from economic inequality. This will be something the government will try to solve, but the poor and the rich are the people and cannot listen to the opinion of only one side. But they don't back down at all, so the conflict gets worse and economic inequality gets stuck.
